The following rules are the most current version available. Specific interpretations should be directed to the Intramural Coordinator.

Basketball

  1. All players must register with the Intramural Office BEFORE they participate. Failure to do so will result in both team and individual sanctions. Registrants should sign up at Athletic Information Night. Late registrations may not be accommodated. For certain leagues, players must also sign the TEAM WAIVER form.

    These sports include: Hockey, Indoor Soccer (men’s & women’s), Curling, and Ultimate.
  2. Each game will be played with 5 players on the court. Teams must be ready to play within 5 minutes of the listed start time with a minimum playing compliment of 4 players, or the game will be forfeited to the non-offending team. The default score will be recorded as 15-0 and the defaulting team will lose 2 points in the standings, as well as lose ½ of their default bond. A second default will result in dismissal from the league and a loss of the entire default bond.
  3. Each player must sign the scorecard in order to be eligible for playoffs. If players do not sign the scorecard, they do not get credit for being at the game. Playoff eligibility is 50% of the regular season.
  4. Each game will consist of two 20 minute running-time halves. The last minute of each game will be stop time. One timeout, non-cumulative, will be allowed in each half, and for any subsequent overtime period. Each timeout cannot exceed 60 seconds.
  5. The official has the final decision of any rule interpretation or extenuating circumstances that may occur during a game.
  6. Each team is responsible for supplying a scorer. It is recommended that one person from each team score together throughout the game.
  7. Each team must wear numbered jerseys or pinnies. Failure to do so will result in a two shot technical foul, plus possession, being assessed against the offending team.
  8. A tie shall stand during regular scheduled play. Playoff overtime format will be communicated to team captains at the end of the regular season.
  9. There will be a 45-second shot clock imposed on both teams during the final five minutes of the game.
  10. BONUS will be on the seventh foul (one-and-one). Double bonus (two shots) will be on the tenth foul as per Federation rules.
  11. All in-bounding plays will originate from the sides of the court and will be administered by the referee, except after a basket is scored when the throw-in will be from the baseline.
  12. On free throws, players may enter the key upon release of the ball from the shooter’s hand(s).
  13. A 2-shot intentional foul, plus possession, will be called for fouling from behind on a breakaway lay-up regardless of if the player is in the act of shooting or not.
  14. A flagrant, personal or flagrant, technical foul will result in immediate ejection from the game.
  15. Technical Fouls

    i. Any player who has been assessed two technical fouls is automatically banned from further participation in that game. The offending person must vacate the playing area within one minute. Failure to do so will result in the assessment of an additional technical foul against the team. NOTE: Expulsion from the game can occur after the first technical – at referee's discretion. Fighting will result in immediate expulsion from the game.

    ii. Any team that accumulates five technical fouls in one game will automatically forfeit that game to the non-offending team. The score at the time of suspension of play will stand if the non-offending team is leading. If the non-offending team is behind at that point, the score will be recorded as the default score plus the result of the penalty shots for the technical foul.
  16. All other National Federation rules are applicable.

Ice Hockey

  1. All players must register with the Intramural Office BEFORE they participate. Failure to do so will result in both team and individual sanctions. Registrants should sign up at Athletic Information Night. Late registrations may not be accommodated. For certain leagues, players must also sign the TEAM WAIVER form.

    These sports include: Hockey, Indoor Soccer (men’s & women’s), Curling, and Ultimate.
  2. Each game will be played with a minimum 8 players in uniform (not necessarily a goaltender). Teams must be ready to play within 5 minutes of the listed start time with a minimum playing compliment of 8 players or the game will be forfeited to the non-offending team. The default score will be recorded as 2-0 and the defaulted team will lose 2 points in the standings, as well as lose ½ of their default bond. A second default will result in dismissal from the league and a loss of the entire default bond.
  3. Each player must print their name on the scoresheet in order to be eligible for playoffs. If players are not on the scoresheet, they do not get credit for being at the game. Playoff eligibility is 50% of the regular season.
  4. Each game will consist of three, 15-minute running time periods. If the score differential is 2 or less, the final minute of the third period will be stop-time. As soon as the ice is clear, 17-minutes will be placed on the clock, and the first period will be started. Teams must be ready to go on the ice as soon as it is clear. NOTE: The third period may be shortened to ensure the game ends after 50 minutes of icetime. This is at the referee’s discretion.
  5. A tie shall stand during regular scheduled play. Playoff overtime format will be communicated to team captains at the end of the regular season.
  6. All players must wear all protective equipment as outlined on the Hockey Players Agreement form. With the change of venue, players are required to supply their own protective equipment.
  7. All players must wear a matching jersey WITH A NUMBER. This number must be recorded on the scoresheet.
  8. Substitutions shall be unrestricted in number and may occur at any time during the game. Substitutions may not unnecessarily delay the resumption of play at a stoppage.
  9. Penalties:

    - All minor penalties will be 3-minutes, major penalties will be 7-minutes, and misconducts will be 12-minutes. Penalty time begins when the puck is put back into play.

    - Players accumulating 9 minutes in penalties (3 minor’s), will be ejected for the remainder of that game.

    - All major penalties result in the penalized player being ejected from the game, and possible suspension. A player from the ice is required to sit the penalty time for the penalized player.

    - Players receiving 2 misconduct penalties in one game will be ejected and subject to suspension.
  10. FIGHTING is not tolerated. Penalties and suspensions associated with fighting range from game ejection to expulsion from the Intramural program. By definition:

    - ONE PUNCH to an opponents head area (landing or not) will be penalized under “Head-Checking”.

    - TWO OR MORE PUNCHES (includes jabs) to an opponents head area (landing or not) will be defined as a “Fight”.

    - Players entering a fight or acting as a PEACEMAKER will be assessed a suspension. If there is a fight – LET THE OFFICIALS HANDLE IT.
  11. Captains may ask for a rule interpretation at any time, provided they do so in a respectful manner. A captain/alternate captain’s privileges are suspended if they are serving a penalty.
  12. Games will be played under the Hockey Canada Playing Rules with the following modifications:

    - All games are NO BODY CHECKING. Contact (at the referee’s discretion) shall be permitted.

    - ANY FORM of harassment or verbal abuse (to officials, opponents, or teammates will be penalized).
  13. Goaltenders: Goalies are required to play for their home unit UNLESS their unit has multiple goaltenders. In that situation, a goaltender may:

    i. Choose to remain with their home unit.

    ii. Chose to be “lent” to another unit for the year.

    iii. Chose to be assigned to the “sub” list.
    - If a team knows they will not have a goaltender for a given game, they are permitted to recruit one from the goaltender’s “sub” list.
    - If a team arrives at the arena and they do not have a goaltender, they are permitted to use one from the game ahead.
    NOTE: IN ALL CASES where a team’s “unofficial” goaltender is used, this must be noted on the gamesheet.
    NOTE: GOALTENDERS are the only players who are permitted to play for more than one team.
  14. Player Identification: All players are REQUIRED TO HAVE THEIR STUDENT CARD at every game. Random checks will be conducted throughout the year. Players that do not have their student card may be removed from that game.

Touch Football

    These sports include: Hockey, Indoor Soccer (men’s & women’s), Curling, and Ultimate.
  2. Each game will be played with 7 players on the field. Teams must be ready to play within 5 minutes of the listed start time with a minimum playing compliment of 4 players, or the game will be forfeited to the non-offending team. The default score will be recorded as 7-0 and the defaulting team will lose 2 points in the standings, as well as lose ½ of their default bond. A second default will result in dismissal from the league and a loss of the entire default bond.
  3. Each player must sign the scorecard in order to be eligible for playoffs. If players do not sign the scorecard, they do not get credit for being at the game. Playoff eligibility is 50% of the regular season.
  4. Each game will consist of two 15 minute running-time halves, plus 5 plays, with a five-minute halftime. There are no timeouts and a team is only allowed 25 seconds to regroup after each down. A 5-yard penalty is given for delaying the game.
  5. The official will flip a coin to determine which team will kick, receive, or defend an end. At halftime, the teams will switch ends. The official has the final decision of any rule interpretation or extenuating circumstances that may occur during a game.
  6. A tie shall stand during regular scheduled play. Playoff overtime format will be communicated to team captains at the end of the regular season.
  7. SCORING:

    - Touchdown: 6 points + 1 or 2 point convert

    - Safety Touch: 2 points (team scored on kick off from 35)

    - Punt not returned from end zone (including through end zone): 1 point

    - Kick-off which enters end zone but is not returned (does not include ball going over end zone in the air): 1 point

    NOTE: No points for interception in the end zone. Ball is brought out to the 10-yard line
  8. Any player on the field may act as a ball receiver, carrier, or quarterback.
  9. The ball is dead when the ball carrier goes down to one knee.
  10. All players must originate from the huddle on every play. The offensive team has 20 seconds to snap the ball from the time the referee blows the play in.
  11. No player is allowed to obstruct the path of any other player to the ball. This applies on ALL plays, including kickoffs, punts, and converts. The penalty for obstruction is 10 yards. Note: this means that there in NO BLOCKING of any sort.
  12. Converts and kick-offs do not count towards the five plays at the end of a half.
  13. Field goals may not be attempted.
  14. KICKOFFS: Kick-offs occur on the 45-yard line. The receiving team must line up behind their 45-yard line, and all players on the kicking team, must be behind their own 45 yard line, when the ball is kicked. The kicking team may not receive the ball. (i.e. No onside kicks)
  15. SCRIMMAGE: The team with the ball has 3 downs to make 10 yards. The referee will mark the first down position with a bean bag. The referee will also place a bean bag 5 yards from the line of scrimmage. This is the "rusher's bag.
  16. SCRIMMAGE: The first offensive player to touch the ball after the snap is the quarterback. The quarterback must be 5 yards behind the line of scrimmage when he first touches the ball.
  17. SCRIMMAGE: On all scrimmage plays, the first defender to cross the line of scrimmage must have been completely behind the rusher's bag at the time of or after the snap. This defender is called the Rusher and has the right to an unobstructed path to the quarterback if he was lined up outside the centre's feet but within 5 yards of the rusher's bag.
  18. FUMBLES: All fumbles are dead except fumbles on receiving the kick-off or problems with the snap. In both cases, any player on the fumbling team who was behind the ball when it was fumbled, may recover the ball and advance it. The defence can end the play simply by touching the ball before it is recovered.
  19. INTERFERENCE: All players have a right to play the ball. However, pass interference occurs when a player in an unfavourable position to play the ball makes contact with a player in a more advantageous position, negating the second player's positional advantage. If the ball is in the air and the player being interfered with had a reasonable chance to catch the ball, the penalty is for target zone pass interference. Otherwise, the penalty is for remote zone pass interference. The penalty for target zone pass interference is a first down for the non-offending team at the spot of the foul. This means that offensive target zone pass interference results in a turnover.
  20. PERSONAL FOULS: It is a personal foul to physically tackle the ball carrier. If, in the opinion of an official a ball carrier would have scored had he not been physically tackled by the last defender back, the touchdown will be allowed, the offender will be ejected, and a personal foul penalty for roughness will be applied.
  21. PERSONAL FOULS: It is a personal foul (15 yards) for the ball carrier to run over defenders. Defenders have a right to stand their ground and the ball carrier must attempt to avoid them.
  22. PENALTIES: All penalties where the down would be repeated, can be declined, and the result of the play taken instead. Penalties are normally applied from the line of scrimmage and the down is repeated. There are some exceptions to this:

    Personal fouls and objectionable conduct penalties are considered to be dead ball fouls and are applied after the result of the play. The down is not repeated. Personal fouls on a player in the act of passing or punting or on the last play of a half do cause the down to be repeated.

    Defensive holding of the ball carrier is applied to the end of the run. The down IS repeated.
  23. PENALTIES: If a dead ball foul occurs on a play where a touchdown is scored, the non-offending team has the option of applying the penalty on the convert or on the kick-off.
  24. PENALTIES: If a penalty occurs during the last five plays of a half and the down is repeated, then the play does not count towards the five plays left in the half.
  25. PUNTING: On punts all players, including the punter, must give 5 yards. Penalty for no yards is 10 yards from where the receiving team touched the ball.
  26. CONVERTS: When a team scores a touchdown they have the option of attempting a 1 point convert from the 5 yard line, or a two point convert from the 10 yard line. The choice cannot be changed after the defending team has been informed. Any penalties occurring on the convert do not affect the number of points scored. The convert is good if the offensive team can pass or run the ball into the end zone.
  27. All other rules of play will be governed by Football Canada (Touch Rules).

Indoor Soccer

    These sports include: Hockey, Indoor Soccer (men’s and women’s), Curling, and Ultimate.
  2. Each game will be played with 6 players on the field. Teams must be ready to play within 5 minutes of the listed start time with a minimum playing compliment of 4 players, or the game will be forfeited to the non-offending team. The default score will be recorded as 3-0 and the defaulting team will lose 2 points in the standings, as well as lose ½ of their default bond. A second default will result in dismissal from the league and a loss of the entire default bond.
  3. Each player must sign the scorecard in order to be eligible for playoffs. If players do not sign the scorecard, they do not get credit for being at the game. Playoff eligibility is 50% of the regular season.
  4. Each game will consist of two 20 minute running-time halves separated by a 5 minute break.
  5. The official has the final decision of any rule interpretation or extenuating circumstances that may occur during a game.
  6. All participant of Indoor Soccer must wear shin guards and running shoes or indoor shoes. No cleats are allowed.
  7. A tie shall stand during regular scheduled play. Playoff overtime format will be communicated to team captains at the end of the regular season.
  8. Substitutions can take place at any time during the match.
  9. The match will be started with a kick-off at centre of the half-line. All players not participating in the kick-off must remain outside the centre circle. The ball may go in any direction to begin play.
  10. No slide tackles or sliding of any kind are permitted.
  11. Boards are NOT considered out of bounds. Mesh netting and ceiling are considered OUT. Any ball kicked out of bounds is returned to play by a free kick awarded to the non-offending team. The kick is to be taken at a point closest to where the infraction occurred.
  12. The goalie may play the ball with his/her hands only if he/she is within the penalty area. Any ball handling infractions (with the exception of a serious foul offence) are sanctioned by an indirect free kick awarded to the opposing team at the point where the goalie mishandled the ball.
  13. A goal CANNOT be scored if a player is in the goal area interfering with the goalie OR if the goalie, in the referee’s opinion, was in any danger at the time of the goal. Play shall be restarted with a goal kick. The referee may also stop play and award a goal kick if he/she feels that the goalie was in any danger because of tight play in the goal area.
  14. During play, if a player receives a yellow card, that player must serve a two minute penalty. That player may NOT be substituted for while serving a penalty. The referee will direct the penalized player to the appropriate location where they will be. The player will serve the FULL two minute penalty regardless of the number of goals scored. The referee will wave the player back on to the field after the penalty has expired.
  15. During play, if a player receives a red card, the team must serve a five minute penalty. The player who receives the red card cannot play again in the game, and will face additional suspensions. The team must designate a player on the field at the time of the red card to serve the five minute penalty, but will only play one man short-handed. In other words, a team with 6 players on the field has one player receive a red card. That player leaves the field, and another player is allowed to come on. One other player on the field must then serve the five minute penalty, thus the team only plays down one player. The referee will direct when the penalty has been served.
  16. All free kicks are INDIRECT EXCEPT penalty kicks.
  17. Penalty kicks are to be taken from the penalty spot, located in the goalie area.
  18. On a pass back to the goalie, the goalie may not play the ball with his/her hands (ie. it must be played with the feet). A pass back infraction is sanctioned by a free kick at the point where the goalie picked up the ball.
  19. All fouls are to be called and sanctioned in accordance with the Law XII of the FIFA Laws of the Game.
  20. Players are allowed to place their hands on the walls to avoid injury from impact. Players MAY NOT use their hands on the wall to push off, hold back an opponent or engage in any other tactics, which in the referee’s opinion, gives that player an unfair advantage.
  21. All other rules follow the FIFA Laws of the Game.

Outdoor Soccer

  1. All players must register with the Intramural Office BEFORE they participate. Failure to do so will result in both team and individual sanctions. Registrants should sign up at Athletic Information Night. Late registrations may not be accommodated. For certain leagues, players must also sign the TEAM WAIVER form.

    These sports include: Hockey, Indoor Soccer (men’s & women’s), Curling, and Ultimate.
  2. Each game will be played with 11 players on the field. Teams must be ready to play within 5 minutes of the listed start time with a minimum playing compliment of 7 players, or the game will be forfeited to the non-offending team. The default score will be recorded as 2-0 and the defaulting team will lose 2 points in the standings, as well as lose ½ of their default bond. A second default will result in dismissal from the league and a loss of the entire default bond.
  3. Each player must sign the scorecard in order to be eligible for playoffs. If players do not sign the scorecard, they do not get credit for being at the game. Playoff eligibility is 50% of the regular season.
  4. Each game will consist of two 20 minute running-time halves separated by a 5 minute break.
  5. The official will toss a coin prior to the start of the game. The winning team shall decide which goal it will attack in the first half. The losing team shall kick off. The visiting team shall call the toss. The official has the final decision of any rule interpretation or extenuating circumstances that may occur during a game.
  6. All players must wear turf shoes, removable cleats, running shoes, or moulded cleats, but not metal or aluminum cleats. The official will remove any player wearing illegal shoes. Shin guards are mandatory protective equipment for all participants of Intramural Soccer.
  7. A tie shall stand during regular scheduled play. Playoff overtime format will be communicated to team captains at the end of the regular season.
  8. Substitutions shall be unrestricted in number and may occur on any dead ball except free kicks (direct/indirect). Teams must call for a substitution from the game official.
  9. Slide tackles are permitted so long as they are from the front and contact with the ball is made first.
  10. The games will be played under the International Football Association Board Laws, with a few modifications to comply with Intramural standards.
  11. Important rules of the game:
    • The ball is not considered to have crossed a line, including the goal line for a goal, until the entire ball is over the line. Also, the ball is still in play if it strikes a goal post and rebounds into the field.
    • Free kicks are given for infractions of the rules. They may be either direct, for major offences such as handling the ball, kicking a player, tripping, or illegal charging; or indirect, for minor offences such as goalkeepers carrying the ball to far, ungentlemanly conduct, or certain cases of obstruction. In this case, another player must touch the ball before a goal can be scored. In both cases, all members of the opposing team must be ten yards from the kick when it is taken, unless the ball is within ten yards of the goal line, in which case they may stand on the goal line.
    • Offside, Player B is in an offside position if at the moment his teammate A passes the ball to him, B is ahead of A and does not have at least two opposing players between himself and the goal line (one of the two players may be a goalie).
    • This rule does not apply in the following cases:
      a) The player receives the ball directly from the corner kick, throw in, or a goal kick.
      b) The ball is deflected, or last touched by an opponent.
      c) Players are in their own half of the field.
    • Handling the ball by any player other than the goalkeeper is illegal; nor must a player use his arm or shoulder to stop the ball.
    • A charge - shoulder-to-shoulder contact - is considered legal only when it is made upon a player in possession of the ball. Blocking is not permitted.
    • Whenever the ball goes out of play over the sidelines, it is brought back by means of a throw-in, the ball being delivered by a behind the head position with both hands together.
  12. On a pass back to the goalie, the goalie may not play the ball with their hands. Playing the ball with the hands will be considered a “hand ball” and will result in an indirect kick being awarded to the opposing team.
  13. During play, if a player receives a red card, that player cannot play in the remaining time left, and that player cannot be substituted for, so the team will play short-handed for the duration of the game.
