Disciplinary Process
Alcohol / Drug Use / Hazing / Initiation
The Golden Gaels Athletic Committee (G.G.A.C.) With input from a Team Captains Forum on Substance Abuse spent considerable time reviewing this issue and brought forth recommendations in the following four areas:
- Form a five person Judiciary Committee on an annual basis to deal with team or individual infractions throughout the year. The membership of the Committee to be comprised of:
2 - Students from Golden Gaels Athletics Committee members
1 - Coach from Golden Gaels Athletic Committee members
1 - Interuniversity Coordinator
1 - Chair Athletics and Recreation to serve as the Chair of the Judiciary Committee (to vote only if a tie-breaking vote is required)
- Sanctions
The following guidelines were recommended as a hierarchy of penalties for individuals / teams. However, the Judiciary Committee would have full discretion to assess penalties according to the seriousness of the infraction(s).
1st Infraction = Probation
2nd Infraction = No Invitation to Annual Colour Awards Ceremony
3rd Infraction = No participation by Individual / Team in league play for specified period of time
Note: The Team Captains also recognized the common sense approach to be used by the Judiciary Committee to apply greater penalties for more serious infractions regardless of any previous infractions.
- Publish Select Information
Recommend that student / athletes be made aware of the Judiciary Committee and the guidelines of expected behaviour and the consequences / penalties involved with failure to abide by the "Guidelines on Conduct for Division of Athletics and Recreation" and specifically the Alcohol / Drug Policy and the Hazing and Initiations Policy. This information is to be included in both the Coaches Manual and the Student Athlete Handbook.
- Desire for Alcohol Awareness Training
Team captains were supportive of an education program promoting responsible drinking, how to recognize an overly intoxicated individual, how to deal safely with such a person etc. It is recommended that alcohol awareness information be provided to student athletes at the C.I.S. / O.U.A. eligibility nights. Information sessions are conducted by Queen's Athletics Staff. We recognize that this will not serve the needs of all teams, as some rookie functions occur prior to the specified eligibility and information sessions.
Note: All decisions carried out by the Golden Gaels Judiciary Committee are subject to normal written appeal procedures. Under normal circumstances the Judiciary Committee will deal as expediently as possible with all cases. Should insufficient time be available between the time of infractions and league competitions, Colour Awards Ceremony, etc., the Chair of Athletics and Recreation will have the right to apply immediate sanctions if deemed in the best interests of the Queen's University Athletics program.
